Most commonly done by Buyers inspect after offer acceptance, usually within 3-5 days before finalizing a purchase.
Why pre-listing inspection (For seller)?

When for new builds(After move in)?
New builds get inspected at 30 days and 12 months for Tarion warranty checks. 12 months is the material and workmanship inspection.
